Limpopo has proper plans in place for a smooth transition to the 7th new administration. Since the province’s executive council (EXCO) held their last meeting for the 6th administration earlier in the month of May 2024, plans are in place for the smooth transition of the incoming 7th administration.
Provincial Director General (DG) Mr Nape Nchabeleng said that the Office of the Premier (OTP) has developed a transition strategy that clearly indicates how to manage the transition. Nchabeleng stated that there is no crisis for continuity and change, and the province is ready to continue supporting the 7th administration.
“We can’t take it lightly that the transition itself will lead to continuity and change. There will be a change in terms of the composition of the Provincial Executive Council. It is therefore the OTP’s responsibility to ensure that the Executive Council members are directly or indirectly aware that EXCO decisions are subject to legal and policy compliance,” said Nchabeleng.
Nchabeleng further mentioned that three technical committees have been established to focus on logistics related to the transition, such as ensuring that tools of trade are ready for the new executive to start their responsibilities. The outgoing executive members are entitled to use allocated state vehicles for a month after the end of their tenure, a process managed by the technical committee. The committee will also focus on ensuring that Heads of Department (HOD) have prepared detailed handover or exit reports to debrief their incoming principals about outstanding matters, project report status, and overall performance of their portfolios.
Employees whose contracts are linked to the principals will remain in their office and positions for a month and are expected to do a handover to those who shall be appointed by the new executive, as allowed by legislation. Once the incoming Premier announces the new executive, OTP will have two-phase induction programmes, with the first phase focusing on communication, protocol issues, and related matters immediately after the appointment. The three-day intensive training programme will follow within 30 days, focusing on broader strategic responsibilities such as the budget process, departmental strategic planning cycle, key legislation, and policies guiding their work.
In response to questions about the Premier’s authority after the last EXCO meeting, Mr. Nchabeleng stated that the Premier has the authority to manage the province in consultation with EXCO but can still make certain decisions without consultation. MECs will continue to execute their responsibilities until the incoming Premier announces the new executive council, with the DG continuing to support the Premier on matters needing attention. The Heads of Department Forum will continue to coordinate provincial government operations during the transition period.
Regarding Premier Mathabatha’s future after the May 2024 National Elections, the Premier and his Executive Council mandate will cease only when the newly elected Premier takes the oath of Office and announces the EXCO for the 7th term of administration. Premier Mathabatha will continue to ensure the smooth and effective running of the provincial government after the national and provincial elections.
After the inauguration of the Provincial Legislature in June, the Legislature is expected to elect the Premier, who will then present the maiden State of the Province Address (SOPA) for the 7th term of administration, outlining the strategic priorities.
Mr. Nchabeleng paid tribute to the leadership of Premier Mathabatha and his role in sustaining the province after it was placed under administration, highlighting his leadership qualities and professional experience.
Transition plans are in place for continuity, and there is no anticipation of any crisis. The people of Limpopo can expect a smooth transition and continuity.
